You can use the wizard under runtime, but it must be in an .mdb/.accde since objects (report object, textbox objects, etc.) are created.  I made a post of the architecture in a prior blog post here: http://blogs.msdn.com/access/archive/2009/05/22/i-love-good-old-county-fairs-customer-case-study.aspx

Basically, you have a front-end layer (.mdb/.accdb) that sits over your protected code in the .mde/.accde that allows the creation of objects.

I'd like to mention an important aspect of the Gladstone's Report Writer, which I think is often overlooked.  This is the ability to "edit" reports once they have been created and saved.  A problem that many report writers have (especially in runtime) is after the user goes through the steps in creating a report, they often forget to maybe add a field or a sort or filter, and end up having to recreate the report again.  Or sometimes want to create a report to use as a template, to allow the user to return and change filter parameters.

With the Gladstone Writer, they simply click a button which loads the report into the wizard at the state it was created in.  A big time saver.
