To my best knowledge IIS7 is only available on Vista/Longhorn.

If you want to play with this without installing Vista or LH bits then this site is your friend  http://virtuallabs.iis.net/

On other hand CardSpace is available for WinXP and Win2K3, more info here http://cardspace.netfx3.com/
