&lt;p&gt;Alfred, IIS has been observed to generate these empty packets in some scenarios, but I can't yet accurately predict which scenarios those are. &amp;nbsp;One tip to try though: ignoring client certificates (as opposed to requesting or requiring them) has been suggested by a customer as a way to keep IIS from generating them. &amp;nbsp;This hasn't been verified yet though.&lt;/p&gt;

This is because a hotfix is meant to address a specific issue and has been tested precisely for that: it didn't go through the whole regression testing that it's usually done when packaging many hotfixes into a Service Pack. So, you don’t have to install this hotfix if you’re not interested on Web Services over SSL (sending empty packets).&lt;/p&gt;

&lt;p&gt;We have hundreds of deployed embedded devices in Europe running CE4.2 and CF 1.0 all of which use Web Services for various purposes.&lt;/p&gt;
