Sure, CVS had a head start - so it would have made sense to use CVS for Workspaces. You could have written a WinForms GUI for it.

Alternatively, Subversion is a fairly recent addition to the 'scene' and has fairly advanced features.

I'd like to add that I never have to "login" to SF if I merely want to read about a project or download a binary. Why does Microsoft force me to login? Am I being tracked?

Chuck everything. Build on something with a known quantity, like Subversion.

How can you possibly have justified in business terms re-building source control?
