So we're on the Underground Tour (very neat - tour guides were funny, story was interesting, made history fun) and we come to a spot where a steel I beam had been placed horizontally about three feet under another steel I beam (one directly above the other). The top I beam is supporting the sidewalk on a Seattle street and the second I beam (which is not attached to the wall) appears to be doing nothing (I'll speculate and say that it was preventing the other from bowing but I don't really know either). Someone from the tour group asked why the second I beam was even there and the tour guide said that she could only handle software problems and this was definitely a hardware problem.
