Licensing is a necessary evil. If you build great solutions you need to know how to cost them up (or at least what kinds of SKUs are required).

I would say that buying a new sharepoint is very very simple ! However, upgrading from a previous version with your Software Assurance is very complex and Microsoft resellers get some headaches :)
The good news is that 1 CMS 2002 licence = 1/2 MOSS 2007 For Internet licence (the most complete version) + 3 licence of Sharepoint Designer (or something like that:))
