Recruiting can be difficult depending on the time of year or the position you are trying to fill. As the hiring manager, you own the whole recruiting process and final decision. If you can't fill your open positions, then you need to change your tactics. Here are some tips for hiring managers based on what I've learned in my years at Microsoft.
