&lt;p&gt;Instead of using SubInAcl, I&amp;#39;d suggest trying to manually update the permissions on your Package Cache folder to see if that will solve this error. &amp;nbsp;You can find a tutorial that shows how to do this at &lt;a rel="nofollow" target="_new" href="http://www.wikihow.com/Change-File-Permissions-on-Windows-7"&gt;www.wikihow.com/Change-File-Permissions-on-Windows-7&lt;/a&gt;.&lt;/p&gt;

&lt;p&gt;Anyone who has run this may have changed any folder called &amp;quot;program&amp;quot; &amp;nbsp;or &amp;quot;files&amp;quot; as effectively running this on entire drive:&lt;/p&gt;

&lt;p&gt;After uninstall of .NET 4.0/4.5, .NET 1.0 should be installed followed by .NET 1.0 SP3 and KB928367. &amp;nbsp; This should get you up-to-date as Windows Update would update you. &amp;nbsp; I don&amp;#39;t know if you need any more Hotfixes after this install order, but do that before you install .NET 4.0/4.5&lt;/p&gt;
&lt;p&gt;From .NET 4.0 readme:&lt;/p&gt;
&lt;p&gt;2.1.1.3 The .NET Framework 1.0 cannot be installed after the .NET Framework 4 is installed &lt;/p&gt;
&lt;p&gt;The .NET Framework 1.0 cannot be installed after the .NET Framework 4 is installed. The .NET Framework 1.0 must be installed before the .NET Framework 4 is installed.&lt;/p&gt;
&lt;p&gt;To resolve this issue:&lt;/p&gt;
&lt;p&gt;1.Go to control panel and open programs and features.&lt;/p&gt;
&lt;p&gt;2.Uninstall the .NET Framework 4 Extended.&lt;/p&gt;
&lt;p&gt;3.Uninstall the .NET Framework 4 Client Profile.&lt;/p&gt;
&lt;p&gt;4.Install the .NET Framework 1.0.&lt;/p&gt;
&lt;p&gt;***Modifying Readme File***&lt;/p&gt;
&lt;p&gt;5.Install the .NET Framework 1.0 Service Pack 3.&lt;/p&gt;
&lt;p&gt;6.Install the .Net Framework 1.0 Service Pack 3 Security Update (KB928367)&lt;/p&gt;
&lt;p&gt;***End Modifying Readme File***&lt;/p&gt;
&lt;p&gt;5(or 7).Install the .NET Framework 4. 4.5&lt;/p&gt;
