If you don't want to download all of the CAB files, I was able to download just enough to install the MSI portion and grab the orca.msi.  I suppose you can extract the cab files in install further to get just orca.msi, but I did not determine which cab file contains the orca.msi.  I had extracted cab file 1-6, then 14, 15, and 16.  I think you only need 1 and 15.  You need extract.exe as well.
