We have been getting a lot of questions around licensing for AX 2012 which is great!! We're happy to have new licenses going out! I decided to put a blog article together with all of the tidbits around licensing I am aware of. So here goes:
The first thing to know is Microsoft is not proactively updating customer licenses to 2012 due to the change in licensing model in 2012. Customers have to move tothe new model and in doing so, they have two choices. Either use the Formula based upgrade or the Credit Based Upgrade. Depending on theirsituation one may be better than the other. This is only for customers who own AX before November 1. If they’re new, after Nov 1, and theypurchase 2009 and later want to upgrade, they’ll need to use the Credit Based upgrade option.

To get customer license on 2012 partners will need to go to the Dynamics Operations team now and request their 2012 license. To contact the Dynamics Operations team:

Below are the complete steps on how to create an incident for the Dynamics Operation team:
1 – Log into PartnerSource.
2 – Select Support | New Technical Support Request
3 - Either click the “Get Help Now” box on theupper right of the web page or click in Step 3 click “Submit a technicalsupport incident for Microsoft Dynamics”
4 – Select the customer who is referenced forthis request | Choose Next
5- Select “Licensing, Registration andOrders” screen shot below:
6 – Select Operations Support
7 - The screen shot below will show the differentoptions you have available to you for questions regarding Licensing,Registration, and Orders:

Finally a spreadsheet can be downloaded from the link below which helps partners determine the User Types their customers are going to need when purchasing licenses. It goes down to the menu item level of detail to define what kinds of actions user types can take.
What is the situation regarding partner access to their customer's systems? Previously with concurrent licensing this wasn't a problem, but now with AX 2012 the customer probably needs an Enterprise User just for their partner to access the system for support. Has there been any thoughts about handling that?
