&lt;p&gt;However it's usually up to a designer to choose how icons and some other things will look. The designers generally can't do any work until the project is closer to being finished and an overall look and feel vision has been established based on what features we've added.&lt;/p&gt;
&lt;p&gt;So it's usually up to the dev to put in some kind of placeholder for the time being. But right on cue someone will shout about how it's ugly. :)&lt;/p&gt;
