I recently ran into an issue when trying to view the Microsoft Dynamics CRM 2011 Implementation Guide (IG) .chm file.
I was getting the following error message: "Navigation to the webpage was cancelled"
I found out that this was being blocked on my machine based on some security settings. I had to right click and go to the Properties of the .chm file and click Unblock. Then I was able to view the CRM 2011 IG .chm file successfully.

@Sai- I am sorry to hear the unblock button is missing for you. I have never seen that and even when I did some searches online I saw that a few people had run into this, but I didn't see any resolutions. It could possibly be a permissions issue or group policy issue. You could try open this on another computer, or one that is not on your domain to see if it's a permissions or group policy issue.
If that doesn't work you may want to try contact Windows support to see if they have any other ideas.
