If you'd like to eliminate the blue flash that appears when the default desktop wallpaper for the default user (dark blue) first appears before logon, set the following registry entry:

HKEY_USERS\.DEFAULT\Control Panel\Colors 
Background    REG_SZ      "0 0 0"

This sets it to black.
