Windows Marketplace for Mobile is currently available in: Austria, Belgium, Brazil, Canada, Denmark, Finland, France, Germany, Greece, Hong Kong, India, Ireland, Italy, Japan, Luxembourg, Mexico, Netherlands, New Zealand, Norway, Poland, Portugal, Russia, Singapore, Spain, Sweden, Switzerland, Taiwan, United Kingdom, United States

Windows Marketplace for Mobile will be available for both 'Windows Mobile 6.5' and 'Windows Phone 7 Series'. So the $99 is in fact waived for both with the following....

·        The mobile marketplace only accepts 'Windows Mobile 6.5'  applications today for all users, this isn’t a student specific thing. (since Windows 7 Phone 7 is in pre-release - CTP).

·        If you register today, your account will still be good when the marketplace accepts 'Windows Phone 7 Series' applications. In fact, students won’t have to go through the registration process, so getting setup today will actually get you ahead
