Symptoms

The customer has a Win2k8 R2 Cluster with MSMQ Resource. They right click the MSMQ resource but MSMQ does not show up in the Computer Management console. We see the same thing with MMCV.

Resolution

Changed the MSMQ physical node service acct to run under Network Service and that resolved the cluster issue.
