From the DotNetNuke Home Page:

Since its release in January 2002, the IBuySpy Portal Solution Kit has been embraced by the Microsoft .NET development community as an essential reference implementation for building ASP.NET applications. Affectionately known as IBS, the original portal included a framework for constructing data-driven intranet and Internet portal applications. However, as time goes by, its main limitation lies in the fact that the original codebase is completely static.

DotNetNuke is an Open Source hybrid of the IBuySpy Portal. Its management team is dedicated to the ongoing management of core portal application enhancements. DotNetNuke provides automated content management capabilities and tools to maintain a dynamic and 100% interactive data-driven web site.
