I tried this workaround but my en folder wasn't missing even though that is what the event viewer says is missing. I tried deleting it and recreating the folder but that didn't help. I installed VS2010 ok and SQL 2008 Standard ok. I was trying to install VS2008 but it refuses to install.

The supposed missing folder is 'C:\Program Files (x86)\Microsoft Visual Studio 9.0\Common7\IDE\PublicAssemblies\en\'

I'm guessing this is from installing the Business Intelligence Suite from SQL 2008.

I had the same exact problem and your fix did the trick. I did exactly what you said to do and now I can install other apps. Thanks for posting this info.
