In Internet Explorer, if you press F1 or use the Help menu, the Windows Help and Support screen will show. However, you may find that you always see a Topic not found error message.
The reason is that Internet Explorer 9’s help files are available only online. To see the help content, click the menu item at the bottom-right of the screen and choose the Get online Help item from the menu.

@Klimax: It's not a change per-se; if you installed IE8 on Vista, help was delivered online as well. Online help has a number of benefits, including the ability to update topics based on feedback. It also makes for a smaller installation package.
@EricLaw [MSFT] : Didn't get to install on Vista - deployment on Win7... However I didn't use help,so didn't know about change. The only trouble would when I am offline. (or other users)Anyway,understandable..
The message shown when help is set to offline is rather unhelpful, the sort of user who needs to look at the help file is unlikely to realise what the problem is. If IE help is only available online it would make sense if Help was always loaded in online mode when launched from IE.
