Appmakr is great. I've been able to make a rough app of my blog in a matter of minutes.
I just need to create a few custom images to really help it shine.

So you should hear from them soon. I would probably give it a few days.

OK, here's the official response I recieved...
“Developers from countries and regions all over the world can submit apps and games to the Windows Phone Marketplace. However, Microsoft is limiting the AppMakr promotional registration offer to developers with a US Tax ID*, as this is currently required through pubCenter in order to have advertising revenue paid out. International advertising payments are on the Microsoft Advertising product roadmap, and non-US developers should stay tuned for future advertising monetization opportunities.”
* Be incorporated in the United States, have a valid U.S. address (not a post office box), and provide a valid Tax Information Number (TIN); or, if Publisher is an individual, be a U.S. Resident, have a valid U.S. address, and provide a valid Social Security Number (SSN)

Can I still sign up now or is the first come first serve done?

So from the look and sound of it, the free Market Place registration is only open to U.S developers. Like the previous Market Place sign up offer Microsoft did. Which was get a refund if you submitted a number of apps before a stated date.
So I looks like us no U.S resident developers luck out again.
C'est la vie.
That's a few apps I was developing Microsoft won't ever see or make any money on.
