Developers are probably the most “functional” graphic designers out there – awful page layout is par for the course. Introducing colour into the mix of design elements simply proves too hard for most of us so the majority of developer designed web sites suffer.

It’s seems to me like the developer has dabbled with colour for about an hour and then moved onto the TOC hierarchical web part writing their own hashing algorithm – much more fun!
