Please change your script as it will not work as is. This worked for me:

$account = Get-SPManagedAccount Domain\DomainAccount

$appPool = New-SPServiceApplicationPool -Name SubscriptionServiceAppPool -Account $account

$serviceApp = New-SPSubscriptionSettingsServiceApplication -ApplicationPool $appPool -name "Subscription Settings Service" -DatabaseName "Subscription_Settings_DB"

$serviceAppProxy = New-SPSubscriptionSettingsServiceApplicationProxy -ServiceApplication $serviceApp

Did you create a normal site collection at the base web application level?

Brilliant, sorted in seconds flat, the longest time was spent searching Google, luckily the mouse was working so no holding down of keys for seconds straight to ease of access menu then down to make it easier to focus on tasks, then down to untick Turn on Filter Keys, done!!!

so a million thanks for posting this, saved me a lot of stress

User Account Control can be an issue as well. If it's enabled, make sure to "Run as Administrator".
