1. You must be trying to create a Set having at least one attribute filter. This attribute might be a custom attribute or an out-of-box attribute.
2. When you try to Submit this set, you get a "Access Denied" error.
There is a very simple solution to this problem. The solution is as below,
1. Adding attribute to the “Filter scope” is necessary so that Sets can be defined on that Attribute.
2. If Sets are going to be created by Administrator then it is sufficient to add the attribute to the “Administrator Filter Scope”. Otherwise
3. If Sets are going to be created by Non-Administrator then it is sufficient to add the attribute to the “Non-Administrator Filter Scope”
4. This filter scopes can be found at “Administration à All Resources à Filter Scope”
5. Verify that your attribute is present in appropriate filter scope. If it is not present then add it there.
