The reason SL v1.1 development requires VS 2008 is that Visual Studio required changes to core VS binaries that weren't part of VS 2005. The VS team did not want to back port these changes to VS 2005.

The suggestion to use a manifest to get themed controls in the configuration dialog is a great suggestion. I've passed this on to the deployment team.

What I'm disappointed about is MS is requiring VS 2008 for Silverlight 1.1 development. If that changes, and probably the next major version requires VS 2008, then it's acceptable.

Another suggestion I would like to give is ship XP and Vista versions with a style manifest for slup.exe, so that the configuration box is themed nicely on XP and Vista.
