It seems that the dictionary file must use UTF-16 encoding, and possibly little-endian. The "rundll32" command will appear to install a UTF-8 dictionary file as long as it doesn't have a byte order mark, but the input method won't work.

This works fine with Notepad and Paint.

However, it does not work in Wordpad and Word 2003:

number directly go into the Wordpad.
