You can use the administration web service, if you have permission, to kill a process on the server. Open up http://TFS:8080/VersionControl/v1.0/administration.asmx and invoke QueryServerRequests to get the process ID of the process you want to kill, the ServerProcessID field, and then you can invoke KillProcess to kill it.
