For VL subscribers that have multiple download benefits, you were only seeing downloads and keys associated with one of those benefits. This was fixed late last week. If you click the Downloads link at the top of the page, it will still show downloads...

There are now links to a list of New Subscriber Downloads on the MSDN Subscriptions Home Page and the MSDN Subscriber Downloads Page. The links are live on the English pages now and they will be added to the international sites in the next few days...
