The reason that setup.exe doesn't start can be many. But I will try to give you ha checklist that you can work through if you end up in this situation.

At this time, if i try to install Msft Dynamics NAV 2009 SP1 on a 2003 sp2 server, nothing happens ...
I can see 2 seconds a "setup*32.exe" listed on the process task manager ..and then : nothing !
I have no errors, no popup ...
Have you any ideas ?
It's hard to say exactly what the problem is in your specific case. I have seen something similar when running the installer from a network share. So if you are running from a network share you can try to copy it to local hard drive first. Pls let me know how it works out.

Run as local admin
Terminal server console mode
...
and nothing happens :(

I'm running Windows 7 and the setup.exe from NAV 2009 SP1 doesn't work. I'm trying both W1 and BE-version, but nothing happens. Even when you run it as administrator.

If you have installed NAV 2009 or NAV 200 SP1 previous on the machine that could create some problems.
Start regedit and look for this key
- 32 bit “HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Uninstall\DynamicsNav60”
- 64 bit “HKEY_LOCAL_MACHINE\SOFTWARE\Wow6432Node\Microsoft\Windows\CurrentVersion\Uninstall\DynamicsNav60”
If you find it you have some earlier installation that may be corrupt.
Look for this directory and file
- 32bit “C:\Program Files\Common Files\Microsoft Dynamics NAV\60\Setup\setup.exe”
- 64bit “C:\Program Files (x86)\Common Files\Microsoft Dynamics NAV\60\Setup\setup.exe“.
If you found the key. Delete the key, if you found the directory delete “C:\Program Files (x86)\Common Files\Microsoft Dynamics NAV “ and try to run the installer again.
This tips is a hack provided as is without any warranty and is only recommended for test system and not production environment.

I also have the same problem as Gilles.
I try to install Microsoft Dynamics NAV 6.0 on a server which don't have a previous version.
The server is installed with Windows 2003 SP2 64 bits. During 1 seconde, I can see the setup*32.exe on the task manager and after nothing happens.
I have reinstall the windows Installer, restart the server but nothing to do.
Could you help me ?

This behavior that setup.exe runs for 1-2 sec and then dies is in many cases based on failure to load a dependent file or old file.
To avoid this problem re download the DVD and try it on a other computer with similar configuration. Don't run form network share. Don't alter the file structure on DVD in any way. Ensure that the setupres.dll in DVD\1033 is present. If you OS is not English verify that setupres.dll exists under DVD\(LCID for installed OS). Start "Add Remove Program" and ensure no NAV components is installed. Look at the registry keys and directory in my comments above to ensure nothing is left.
In some rare cases that I don't have any explanation for is that when you have tried to start setup.exe a few time with a break in between it suddenly works. In some cases it's because I have been running from a network share in other cases I don't know.
