Great news! The Beta version of WWSAPI for Windows XP, Windows Vista, Windows Server 2003 and Windows Server 2008 is available now on the Connect site for Windows Networking. This release contains the same version of the runtime as in Windows 7 Beta. It is available in four languages: English, German, Japanese and Arabic. You may find the table that summarizes level of Service Packs and CPU architectures supported by this release in this announcement on the WNDP connect site. Below is the list of direct links to pages from where you can download the installers that are part of this release.

Is there separate SDK available? Or I have to install the whole Windows 7 SDK to get headers and utils?
There is not a separate SDK. You need to install Window SDK for Windows 7 Beta.
