For Win2003 (and Longhorn Server), license servers no longer need to be on DCs.

LSs on non-DCs are automatically discoverable if you choose Enterprise mode. If you choose Domain mode, you need to configure the TSs to point to the LS. (There's admin UI to do this.)

The biggest issue that we have with the discovery process in 2003 is that a 2003 WTS server requires a 2003 WTS Licensing Server which needs to be installed on a 2003 DC.

If this isn't changed for Longhorn, it means that we can't deploy any Longhorn WTS servers until we have at least one Longhorn DC in the domain. This is likely to significantly delay production deployment of Longhorn WTS servers.
