When you say not able to use an "internal" HSM, do you mean an HSM adapter internal to the server platform? Would a network HSM work?

I was able to resolve the above issue. Apparently you have to use a production RMS server at least once before you can switch office to the pre-prod heirarchy.

I tried to set my Office 2007 to the pre-prod hierarchy but keep getting the error "Unexpected error occurred. Please try again later or contact your system administrator". I know my server is configured correctly because I am able to program against the server using the System.Security.RightsManagement namespace and am able to protect and consume content successfully. Any tips to get the Office 2007 preprod thing working ?
