So what is the difference then between F1 "help" and downloading this WinHlp32.exe? What do I "get" with this download? Never remember downloading it on any other OS before.

This would be great if you could actually install it on Windows 8. But you can't - it always say "This update is not applicable to your computer"
Apparently the installer in KB917607 only works with Windows 8 Pro running in US English. Certainly, as someone said above, it does not install in my international UK English 64 bit Windows 8 Pro version. I suspect this is only an installer issue - could it be fixed please? I don't really want to use an unlicensed download, partly due to the risk of malware!
Does the windows 7 update work on Intel/AMD version windows 8? This download only works on the tablet version (ARM processors) not on standard PC hardware. Typical Microsoft.
