Strange that they missed out South Africa, they have a population of almost 50 million and 1.5 phones per person ! for sim cards though its over 2 per person.

The reason for large amounts of sim cards is low income groups take advantage of special call rates at different times of the day on the different pay as you go networks. Also sim cards are very cheap. I have met some people with 4 sim cards  !
