In the case of Pirates! it turns out the answer is three. The original Pirates! was released in 1987. Pirates! Gold, released in 1993, was the first version to be available on the PC.
A brilliant game, and possibly Sid Meier's masterpiece.

The first PC version wasn't Pirates! Gold, but was a port of the original 1987 Commodore 64 version; it had CGA graphics and PC-speaker sound effects. It came on 5-1/4" and 3-1/2" floppy disks, and you didn't need any existing operating system or hard drive to run it; the system booted right into the game.

I'm not sure if any of those booting games run on Virtual PC, but Pirates! is at least worth a try.
