I keep visual studio up to date, and notice when using MSDN to search for recent information on windows 8.1 and windows phone 8.1 technologies that the information found does not work in the Visual Studio 2013 version when fully updated, along with key technologies missing makes for a very frustrating time to get done what you want.
I purchased visual studio 2012 just before 2013 was released and feel screwed over, with having to deal with these 2013 trail editions.

@David, I too ended up with this issue when using Chrome on Android. You can retry using the stock Android browser instead which works for me. As Marcel points out this appears to be an issue being investigated by the Chromium community.

¿When are you guys gonna fix the bug where you CAN'T download docs if you are not logged in as an administrator?
