As for Windows RT emulation, the answer is no. However, the remote debugging feature in Visual Studio 2012 allows you to develop from a Windows desktop, then deploy and debug over a network connection to your Windows RT device. They both access the same underlying location data. The choice between the two would come down to developer preference. In a Windows 8 JavaScript app, the user consent is handled by the operating system regardless of API choice. If you are doing web development (i.e. not writing a Windows 8 JavaScript app), only W3C is available and user consent is handled by Internet Explorer.&lt;/p&gt;
&lt;p&gt;Of course, if you want to write your app in C++, C#, Visual Basic, your only option will be Windows.Devices.Geolocation.&lt;/p&gt;
