This evening, the final version of XNA Game Studio Connect 4.0 will be released. At that time, you will be able to deploy and debug games made in XNA Game Studio 3.1 and 4.0 as described in this earlier post.
The Xbox LIVE Indie Games submission pipeline for games made in XNA Game Studio 4.0 will be opening slightly later than announced: the new date of opening is Monday, November 8th. This will move the 90-day deadline for all 3.1 submissions to Monday, February 7th, 2011.
Look for a news post on App Hub (http://create.msdn.com/) announcing the opening of the submission pipeline on Monday. That post will have key information about dates, and how the update to XNA Game Studio Connect may affect you.
