&lt;p&gt;Microsoft has implementations of XPS based on WPF (&amp;amp; therefore on .Net) and also implementations based on Win32. XPS (and OpenXPS) is not dependent on WPF. Many third parties have implemented XPS support on a variety of platforms, including Mac OS X, Linux and various embedded platforms. Likewise, TC46, the technical committee behind OpenXPS, expects multiple independent implementations of the format.&lt;/p&gt;

&lt;p&gt;My understanding of it is that WPF (and the .NET Framework) provides the underpinings. With OpenXPS moving to an open, multi-platform standard, how will the WPF-basis be provided as part of an open standard?&lt;/p&gt;
&lt;p&gt;(Sorry-I confess I haven't read the entire final specification - I'm hoping for a brief explanation from experts without the dedicated research on my part. ;)&lt;/p&gt;
