    I'm looking for an 802.11 voice client for intranet-only use (with no connection to the internet).  It must run on Windows Mobile 6.1, on cell phones with 802.11 and CDMA capability, but with the cell phone turned off.  Ideally it would run in a browser as a WCF service, and function as a push-to-talk service.  It must use the phone's built-in speaker and microphone.

    Do you know of any voice client that would meet these requirements?  If not then what programming API would be best to use to build it internally?

    You had me up to this point:

    Not sure what you mean by this part so you mean ACTUALLY turned off?
