&lt;p&gt;How does (MS)Open-XML becoming an ISO standard offer choices for accessing billions of legacy documents? Aren't applications necessary to access those documents? Does Sam want only one format? I thought the MS position was a new format for every need. He doesn't work for MS, but an MS employee chose to highlight the quote. &lt;/p&gt;

There are billions of those documents out there, and now they can be moved into a format that is an open standard without any negative impact on the owners of those documents.&lt;/p&gt;
&lt;p&gt;Once those documents are moved into this open format, there are a whole host of choices for how you access them. There are already a large number of applications that support the open xml format (MS Office; Corel; Apple iWork; OpenOffice; AbiWord; NeoOffice; iPhone; SmartPhone/PocketPC; Palm OS; etc.)&lt;/p&gt;
