Work Items without a TFS CAL

For help desks, reporting production issues, etc. the EULA for Team Foundation Server was changed to allow non-CAL users limited access to Team Foundation Server for filing bugs and such. But the problem was, you had to somehow figure out how to keep the users within the scope of what was allowed.
