having the same problem here...just at random times the mouse lags. It does it regardless if I am using a usb mouse or the one in the laptop. Very annoying.

Had the same issue with Toshiba Tecra M7 running XP Tablet edition. The mouse would slow down, lag, stutter with disk activity and/or CPU spikes. There is a hotfix from Microsoft Q 920295 which patches the tabtip.exe and tipband.dll files under "\Program Files\Common Files\Microsoft Shared\Ink".

Officially you need to call to get this patch from Microsoft but it is also available from Lenovo website (http://www-307.ibm.com/pc/support/site.wss/document.do?lndocid=MIGR-65472), or search for "hotfix 920295" on your search engine of choice to find it. Download the lenovo patch and open the .EXE file with something like WinRAR and extract the embedded hotfix files. They are in the embedded folder \\WXPUP\OSX056WW\Q920295. Run the 920295US.exe to install the hotfix.

This fixed the mouse lag / stutter on my M7 and should hopefully help you out too!
