For example XML formats are only at the beginning of their existence mayby in a few years a different kind of format could emerge.

Both ODF and OOXML are not even fnished yet with ODF needing an upgrade in v1.2 and OOXML needing a revision for cleanup of (mostly little) errors and most likely also some additional changes needed to get ISO approval.

And further I agree with some of the critical statement that are referred to in the second part of the article.

It seems unclear why the legislative proposal would need to include specific XML formats and just could not leave it at a more generic open standards clause. To Microsoft this is probably some kind of victory but I found the orginal proposal containing only opendocument a strange choice and this is actually just about as poor.

To me it seems like the comprise result of a big lobbying effort first from the Opendocument supporters and then from the Office Open XML supporters whereas the greater picture has been lost.

re: Massachusetts ETRM V4.0 recommends Open XML and ODF 1.1

This sounds like a very sensible approach.

By the way, no one seems to have picked up on the fact that Massachusetts has not included the OASIS standard based on ODF 1.0, which they tested extensively. Instead, they have included the non-standardized 1.1 ODF format. I presume this is because their tests showed that the OASIS standard ODF 1.0 (I forgoet it's offical name) failed to meet their criteria. Did they ever publish the results of their tests?

re: Massachusetts ETRM V4.0 recommends Open XML and ODF 1.1

hAl, I agree that this represents a level of governmental guidance that isn't ideal. I think it's better to be pragmatic about allowing for appropriate formats for various scenarios, so I think the updated ETRM is better than locking in to a single mandated format, but my personal opinion is that some high-level guidelines (such as recommending XML) would be sufficient.

Ian, I don't know whether any test results were published. Yes, it's interesting that the ETRM refers to an OASIS standard (ODF 1.1) and an Ecma standard (Ecma 376), without reference to any ISO standard for an XML-based document format.

if your closed xml format is so open and standard why is it that only one company implements it in their products.

"He said technical people at Microsoft told him it would be “trivial” to add support for ODF to the new Office 2007. The resistance to doing so came from the vendor’s business side, according to Kriss....

As part of his e-mail exchanges with Gutierrez, Yates didn’t deny Burke’s involvement in promoting the amendment sponsored by state Sen. Michael Morrissey that sought to take away much of the IT division’s decision-making authority."

too bad you guys just didn't implement ODF in your products. I would think with all your money you could do it easily.

Interoperability by Design - Connecting people, data and diverse systems.

(Products, Community, Access & Standards) I.
