When you get to the step 4 (the page with the setup instructions) you need to click on the "Downloads" link on the left navigation pane to download Expression Interactive Designer.

Indeed, it is a little bit confusing that the link is not placed in the same table as the links to Windows Presentation Framework and Microsoft Visual Studio 2005 Express.

Please let us know if that doesn't work for you.
