&lt;p&gt;The .bat files are only concerned about service tiers, I haven't tested a lot with SQL Server SKU's - nor do I know a lot about what you can do in the express SKU and what not.&lt;/p&gt;

&lt;p&gt;Is it possible to create files in the root directory of that Service Tier? I tried to create files in &lt;/p&gt;
&lt;p&gt;C:\Documents and Settings\All Users\Application Data\Microsoft\Microsoft Dynamics NAV\60 &lt;/p&gt;
&lt;p&gt;C:\Documents and Settings\All Users\Application Data\Microsoft\Microsoft Dynamics NAV\60\Server&lt;/p&gt;
&lt;p&gt;C:\Program Files\Microsoft Dynamics NAV\60\Service&lt;/p&gt;
&lt;p&gt;but if I try to access these files like&lt;/p&gt;
&lt;p&gt;&lt;a rel="nofollow" target="_new" href="http://localhost:7047/test.xml"&gt;http://localhost:7047/test.xml&lt;/a&gt;&lt;/p&gt;
&lt;p&gt;I only get HTTP 400 Bad Request Errors. Is there any physical path that is mapped to the root path?&lt;/p&gt;

Web Services is a programatic API, where you need a web service consumer.&lt;/p&gt;
&lt;p&gt;What is exposed as web services is setup in the Web Services table, thats what you can get to.&lt;/p&gt;
