Are there hotel discounts for attendees?  Who can I contact at Microsoft to get a room?

Unfortunately, these types of events, being much smaller than Tech-Ed for example, don't allow for having any arrangements with hotels for discounts. As I believe the Sheraton is already sold out, I can suggest you take a look at the nearby Marriot, Residence Inn or Hilton.

Is parking complementary for attendees, I did call up Sheraton and I was told that parking rate is $18 for 4 hours (1PM to 5pm)

That's an excellent question about parking. Besides the Sheraton lot, there may be some street lots around, I'm not sure. Personally, I'll be taking MARTA to the event. The Sheraton is just east of the Peachtree Center station (N1).
