If the help pops up with blank entries, close it and make sure you have saved the chm file to your local disk. Relaunch it from your drive. When you get the dialog box prompt uncheck the checkbox for "Always ask before opening this file" and click open. You should be able to see the topics at this point.
Addendum: And Torbin from our MCS group has an even better way to do this - once you've saved to disk, right click to get file properties, and select Unblock.
