TimeZone zoning out?

I've had a couple of reposonses to my previous MS TimeZone post stating that the icon appears in the system tray but thr balloon showing information does not display. Curious?!! I'm running Windows XP SP2 and have the .NET Framework 1.1 - I believe these

MS TimeZone: Another useful/less utility
