As with most architectural decisions, its not always a black & white decision. REST/Web approaches work well for very large scale/highly distributed solutions but may lack the end-to-end security, transaction or reliability requirements typically needed in an enterprise-based solution.
Designing for serendipity is a nice concept but discovering, binding and using services on the fly is rarely needed.
