This usually happens with Framework 3.0 and 3.5 both the version.

Copying the Framework complete redistributable package to the Local Drive and changing the mode to Passive will help with the successful installation of Framework 3.0. In some of the scenario again it is recommended you change the mode to Passive and then try installing.

But if you do not want to continue the installation in passive mode you will have to install the Framework 3.5 SP1, this version will allow you to install the Framework 3.5 SP1 in Active mode.
