When rebooting, the LDAP service get shut down before the Exchange service. Exchange then hangs and eventually times out waiting for the LDAP service. There are some KB articles about this, or I know that I have seen this talked about. Generally not a good idea to have Exchange running on a DC. I didn't dive into KB because writing the scripts was a matter of minutes and worked for me.
